depends on what you are doing, if you are studying then you've got a long way ahead of you
there isn't an immigration law that allows a student to gain permanent residence, but currently (and I stress currently -- the immigration law changes quite frequently) there is a regulation that states you have been legally residing in the UK for 10 years, then you can apply for permanent residency.
if you have a work permit or hsmp, then the story is different, you need to have stayed in the UK 5 years (it used to be 4) to apply.
