最后一个词commences是个动词。但这里是名词，请问是什么意思呀？

这里就是动词啊

大概是说语言课程开始前必须经过语言中心和学校的同意语言课程后不用再考试

言外之意应该是如果语言开始前没有同意不考试，语言后可能还要考试
