My personal opinion is that they have clearly said that they don't issue unconditional offers, which means you get your conditional offer first and after they are sure that you meet all the requirements, then you will probably be made an unconditional offer. This does not mean they won't make you unconditional offer but you will have to show them you are able to meet the requirements firstly. In addition, my understanding is that they are probably checking your documents currently or they have not received your retured information yet. So you may have to wait for a few days and see whether you will make you an unconditional offer later. You are absolutely right that it's better to apply the visa by showing your unconditional offer, which tends to make you more believable. By the way, I heard that a few universities might make unconditional offers directly, but the universities like Manchester often make conditional offers first than possbile unconditional offers due to the intense competition.
