这和苏格兰的毕业后两年的工作时间有什么区别么？

Information about science and engineering graduate students

From summer 2004, science and technology students from overseas will be allowed to work in the UK for 12 months following graduation from a UK institution. These graduating students will be given 12 months' leave to remain without a work permit and with no restriction on employment. There will be more information later this year.

楼上的那个信息不是正说明：理工科学生现在英格兰学校毕业后，也可以在英格兰呆一年吗？即使不是FULL-TIME的工作，也不用WORK PERMIT啊！！
