英国签证新政详解

自2009年4月1日起，英国签证方面做出重大调整，申请普通学生签证需要40点的积分，申请人在申请前可以查看自己的积分情况。比起旧政策，新政一目了然，只有两部分构成：学校出具的签证函（visa letter）和自己的资金准备。由于新政改革力度大，许多英国院校至今还未给今年秋季入学的入学者发出签证函，这就要求申请人更多地了解政策，或向专业留学机构咨询，以免因为校方函件的不准确或不充分而耽误了签证。随你译

关于材料翻译，英国签证新政也做出了严格要求。因此，获得英国签证，每个申请人应从三个方面着手准备：Visa Letter、资金审查、翻译ZJ。

一、关于Visa Letter 翻译公司

30分：录取院校给您发出的签证函（Visa Letter）
    该信件用来确认您被该校录取，且有您的个人信息以及要就读的课程。
    该文件的作用是证明所申请的学校愿意担当您的担保人，相信您有能力攻读所申请的课程，并愿意承担您在英国期间的所有责任。

根据UK Border Agency网站的最新资料，Visa Letter应包括录取学生的以下信息。学生在收到该文件后，要确认这些信息齐全，这样在签证的时候才能保证万无一失。

时间方面的
“The letter must be issued no more than 6 months before the date of the application.
An application which has a Visa Letter older than 6 months or where the letter does not include all of the mandatory information detailed in the Tier 4 Guidance will be refused. ”

Visa Letter的发出在签证递出前六个月内才是有效的，假如，12月份收到Visa Letter，申请人到7月份才申请签证，该文件将会被认为是无效的。

2）Offer是否是无条件
“A visa may only be issued on the basis of an unconditional offer from your sponsor.”

针对先去读语言（pre-sessional course），通过语言短期课程后才能获得无条件录取的申请人，需要进一步咨询签证中心或留学咨询机构。

5 二、资金审查10分

要获取足够的积分通过资金审查，申请人需证明有足够的财力来维持学习期间的开销，包括学费、生活费。基本维持费用取决于您的学习地点和学习期限，因此提供的金额总共是：（学费+生活费）×年份
根据地区不同，费用有所不同：

根据Tier 4 of the Points Based System – Policy Guidance有关资金证明的说明如下：

“Bank statement or letter confirming that you have enough money available to cover your course fees and monthly living costs for up to one year, at the time you submit your application.”

“Personal bank or building society statements covering a 28 day period ending no more than 1 month before the date of your application.”

首先，在递交签证申请时，你必须有足够的资金覆盖一年的学费和生活费。
其次，名下符合条件的资金必须存够28天以上（包括28天）。并且，银行开具的存款证明、对账单、证明信等开据日期到签证当天的时间必须少于一个月。

关于银行出具的证明

1）只有以下几种文件被接受：
Personal bank or building society statements; 个人银行账户或房产证
Savings account/building society pass book/s; 存折账户/房产存折日语翻译
Letter from your bank or building society; 银行开具的资金证明
Letter from a financial institution regulated by the home regulator (official regulatory body for the country in which the institution operates and the funds are located) confirming funds or loan.

2）关于除现金账户之外股票、债券等账户的说明：
“This must be in the form of cash funds in the bank.”
   “Other accounts or financial instruments such as shares, bonds, pension funds, etc., regardless of notice period are not acceptable.”


3）需包含以下信息：
申请人姓名（或法定监护人姓名）
账户号
日期
可用资金额
以及银行机构的名称和标志。

关于资金来源
根据新签证政策规定，有关资金来源解释已不再做要求。因此申请人不必再纠结于此了。

三、文件的翻译
根据Tier 4 of the Points Based System – Policy Guidance，有关文件翻译的说明如下：


签证申请的所有的非英语文件必须翻译成准确的、专业的英文，翻译者必须对所翻译的全部文件负有完全责任。
所有的翻译文件都必须包括以下6项信息：

另外，申请者不能为自己的文件做翻译，所有翻译文件必须使用标准的A4纸递交。如果选择在签证中心翻译，300字以内每页75元人民币，300以上每页110元人民币。

签证费用

在英国境内申请签证（通过邮寄）：357英镑
在英国境内公共询问办公室申请签证（直接递交）：565英镑
在英国境外申请签证：145英镑

最后，建议申请人将签证申请材料准备的越齐全越好，除了资金要求比旧政策少了资金来源解释一部分外，其他补充、辅助性材料的提供还是会成为签证通过的重要支持。
