This page contains details of the knowledge of language and life in the United Kingdom that you normally need to have before you make an application for permanent residence (we call this 'indefinite leave to remain').
You can dem##被过滤##trate your knowledge of language and of life in the United Kingdom in two ways.
If you speak English to a reasonable standard, you will need to pass the Life in the UK test. If you are not an English speaker, you will need to take and pass a course in English and citizenship. To check your language ability, you should work through the tutorial on the Life in the UK test website. If you cannot fully understand the information in this tutorial, you may need to take a course in English and citizenship.
Certain categories of people are exempt from the requirement to prove knowledge of language and life in the United Kingdom. These are listed below. Unless you are exempt, if you apply for permanent residence and cannot meet this requirement, your application will be refused and c##被过滤##idered as an application to extend your temporary permission to stay in the United Kingdom (we call this ?further leave to remain?). This arrangement was advertised as coming to an end on 31 January 2008. However this has been extended and such applicati##被过滤## will continue to be c##被过滤##idered for further leave to remain. A further update will appear on this website advising when the arrangement is due to come to an end. If your temporary permission to stay here will expire before you can obtain the necessary knowledge of language and life, you should apply to extend it. If you do not, you will be in the United Kingdom illegally.
English for speakers of other languages (ESOL)
If English is not your main language, you can do an ESOL course to help you improve your English. ESOL has three entry level courses:
ESOL Entry 1;
ESOL Entry 2;
ESOL Entry 3.
Details of what is covered in each of these courses are available from the Department for Children, Schools and Families. ESOL courses are available throughout the United Kingdom. The Directgov website can help you find a course run in your area.
Knowledge of language and life in the United Kingdom for non-English speakers
If you do not have English skills at ESOL Entry 3 or above, you need to take an ESOL course to dem##被过滤##trate your knowledge of language and life in the United Kingdom.
You must take a course which includes citizenship materials. The course will allow you to gain sufficient knowledge of the United Kingdom at the same time as developing your knowledge of the English language. Before you apply for permanent residence, you will need to show that you have moved up from one ESOL level to the next. You will need to provide evidence of this as part of your application. Knowledge of language and life in the United Kingdom for English speakers. If your English skills are higher than ESOL Entry 3, you will need to pass the Life in the UK test before you submit your application for permanent residence.
The test c##被过滤##ists of 24 multiple-choice questi##被过滤## based on the information in the handbook Life in the UK: A Journey to Citizenship. The handbook was last updated in March 2007. You should make sure you use this version of the handbook when preparing for the test. The handbook is available from good bookshops, or you can order it directly from The Stationery Office. If you have a visual impairment, there is an audio CD version of the handbook available.
If you are in the United Kingdom, the test can be taken at one of the 100 Life in the UK test centres. Details of how to prepare for and book your test are available on the Life in the UK test website. If you have a visual impairment, the test is available in large print or the computer can read out each question for you. If you have special needs, you should contact your nearest test centre for details of the support they can provide.
The test costs £34. You will need to pay the fee at the test centre before you begin the test. You will also need to provide photographic ID before you take the test. The Life in the UK test website provides details of suitable forms of ID.
If you pass the test, you will receive a pass notification letter. You will need to send this letter as part of your application. The test centre will also notify us electronically that you have successfully passed the test. This notification may take up to seven days to reach us, so if you wish to make an application for permanent residence in person at one of our public enquiry offices, your appointment to visit the office should be at least a week after your test. If you pass the test you will not need to provide any other evidence of your language skills.
Taking the test in Welsh or Scottish Gaelic
The test is usually taken in English. If you are taking the test in Wales, you can request to take the test in Welsh. If you are taking the test in Scotland, you can request to take the test in Scottish Gaelic. You should ask your nearest test centre for further details.
If you are in the Channel Islands or the Isle of Man. You will be required pass the test or successfully complete an ESOL course with citizenship materials before you apply for permanent residence. Tests taken on the islands are paper-based and c##被过滤##ist of 25 questi##被过滤##, with six questi##被过滤## based on local information about the island where the test is being taken.
If you are outside the United Kingdom
It is currently not possible to take the Life in the UK test overseas unless you are in Crown or designated service or you are the spouse or civil partner of someone in Crown or designated service. If you are outside the United Kingdom you will have to return to the United Kingdom to take the test.
Exemption from meeting the language and knowledge of life in the United Kingdom requirements
Exemption because of your age
If you are aged under 18 or over 65, you do not need to meet the language and knowledge of life in the United Kingdom requirements. You should send your passport or birth certificate as evidence of your age with your application.
Exemption because of disability
If you have a long-standing, permanent disability that prevents you from learning English you may not have to meet the requirements. You must:
be suffering from a long-term illness or disability that severely restricts mobility and ability to attend language classes; or
have a mental impairment that means you are unable to learn another language.
You should send evidence from a medical practitioner confirming your disability with your application.
If you would require special arrangements to learn English or take the test, you still have to meet the requirements.
Exemption for certain categories of applicants
You will also be exempt from meeting the requirements if you are applying for permanent residence in the following categories (but will need to meet the requirements if you subequently apply for British citizenship, unless you are exempt for other reas##被过滤##). You are exempt if you:
qualify for permanent residence under the domestic violence rules (this will apply if you are applying using application form SET (DV);
are the citizen of another country on discharge from HM Forces (including Gurkhas where the qualifying period has been met);
are the husband, wife or civil partner of the citizen of another country on discharge from HM Forces (including Gurkhas);
are a bereaved husband, wife, civil partner or unmarried partner;
are applying for residence as a parent, grandparent or other dependant relative;
are applying as a retired person of independent means;
are the husband, wife, civil partner, or unmarried or same-##被过滤## partner of a British citizen or of a permanent resident of the United Kingdom who is a permanent member of HM Diplomatic Service, a staff member of the British Council on a tour of duty abroad, or staff member of the Department for International Development;
a citizen of the European Economic Area who is applying under the rules allowing free movement; or
a citizen of Turkey applying under the the rules of the European Community Association Agreement (ECAA) with Turkey for establishing in business in the United Kingdom.
If you are applying in one of these categories, you should ensure you meet the requirements for that category and can provide the documentary evidence to support your application. See the individual categories for more information about the evidence required.
