大家好,请问我收到这样的信是什么意思?

今天收到一个学校的一封信,是course director写的, 上面说,The school of Economics and Finance is happy to recommend that an offer be made to you. This recommendation is subject to Faculty approval. Our Faculty Office will contact you by letter soon, please allow at least 4 weeks, from the date of this letter, for a Facuty information and offer pack. IF you are overseas please allow at least 6 weeks.

然后又说了我申请课程的开始和结束日期,然后说,i hope you will be able to join us in the school of Economics and Finance ..

请问,他是不是只是说他建议给我offer,但是 能否成功还是要看faculty? 一般这样的信意味着什么呢?

真糊涂..我理解能力有问题..
