语言ＯＦＦＥＲ用不上？

哈喽！各位大虾！前不久偶听说如果只拿到一个语言ＯＦＦＥＲ，根本别想去拿到ＶＩＳＡ！是这样吗？但我有一个朋友他拿的语言ＯＦＦＥＲ里包含一个条件式入学的预科条款，也就是说当他学完语言课程并且通过了该校的相应考试就可以顺利升入该校的预科课程．凭借此条这位仁兄也拿到了签证．会有这么回事吗？

i f you apply for the visa with language offer, it is not good and difficult!
some candidates apply for the visa with conditional offer, the visa officer will issue the 3 months visa [B]partly[/B].

but my friend's language course has been about 6 months long!so i think he must need a visa for at least 6 months.but,I can't believe that the official could give him the visa without a foundation offer!really?
