Luggage Delayed and Stolen, Why Officials Are Compensated More While I Less???
---A record on the event of spoofing after claiming compensation for serious loss by taking a flight of China Southern Airlines Co., Ltd.
A group of company leaders and I (6 in total) flied from Guangzhou to Dubai, the capital of United Arab Emirates, by Flight CZ383 of China Southern Airlines Co., Ltd. (hereinafter called as “CSA”) on November 19, 2007; and after getting off, we changed to take Flight CZ331 of CSA and arrived in Lagos of the Federal Republic of Nigeria from Dubai on November 20.
Because the Luggage Department under CSA was extremely irresp##被过滤##ible for their own job, they didn’t work according to rules and regulati##被过滤##, but seriously break bounds to violate rules. Our luggage was c##被过滤##igned from Guangzhou to Dubai in the same flight as we took, but they weren’t transferred to Lagos with the same connecting flight as we took. In an opposite way, the Luggage Department returned our luggage back to Guangzhou. After discovering the valuables in our luggage on inspection screen, the internal thief of CSA opened our luggage and wantonly stole. After stealing, the internal thief retied packing belt on our luggage, changed luggage lock and used new luggage c##被过滤##ignment number. After 20 days, our luggage that has not been intact arrived in Lagos.
When getting luggage, we found that our own luggage lock was changed, the packing belt was not the same as we tied at our company, and the luggage c##被过滤##ignment number was wrong, so the attendant of Nigeria prohibited us getting our luggage. The weight of luggage is less 37kg. Therefore, at that time, we wanted CSA to give us a reason for it, and required them compensating.

However, CSA Office in Lagos told us that the problem was very complex, wrote us a certificate, and told us to come back our country to talk with the headquarter of CSA.
Because the stolen 37kg articles in the luggage included important data for participating in the bidding of engineering project in the Federal Republic of Nigeria, and the data was enchased with Olympic Games golden commemorative coin, s##被过滤##p, miniature sheet, MP4, and other valuables. We originally had 6 days to prepare the bidding after arriving at Nigeria, and the bidding time was very enough, but it’s a pity that CSA still did not c##被过滤##ign our luggage to Lagos after 6 days. Therefore, we downloaded some textual information from internet, but we can’t take out normal blueprint and gift. When bidding, our engineer spoke English very well, technical scheme was spoken very well, but the officials of Nigeria were unwilling to listen. Because we can’t take out our own promised gift and detailed data at that time, the officials of Nigeria said that we were “not honest”, “not faithful”, so we lost this bidding.
No matter how much somebody plans things out, life always intervenes. Reviving the joint efforts of all staff of our company for more than half a year, we did much at Nigeria, contacted with officials of related departments in Nigeria, and agreed with each other; however, we lost due to the delay of bidding data and gift. Our company lost RMB 3.66 million yuan at Nigeria excluding RMB 0.46 million yuan. RMB 0.46 million yuan, including valuables in our luggage, was expended for the following: six of us at Nigeria waited our luggage, ate, lived in hotel, dialed international telephone to China every day at Nigeria, took taxies to Lagos Airport for asking whether our luggage arrived every day, purchased daily articles like clothes, trousers, shoes, drug for changing. Therefore, due to the delay of luggage caused by CSA, our company totally lost RMB 4.12 million yuan.
RMB 4.12 million yuan is not a small figure. It doesn’t matter for CSA to lose RMB 4.12 million yuan, but it is very serious for us, a reformed joint-stock enterprise. Due to the CSA luggage event, our company is nearly on the brink of bankruptcy. Our company has not been paying any bonus to the staff from the begging of this year since CSA luggage event occurred at Nigeria, and each employee is paid only RMB 600 yuan for their daily life per month. Our company is damaged badly by CSA this time.

Early in December of last year, we wrote a letter of complaint to CSA for requiring them giving us a reason, and leaders of CSA paid much attention to the event of luggage delayed and stolen, GM Si Xianmin and Secretary Zhang of CSA Headquarter wrote instructi##被过滤## on our letter of complaint that “please Service Quality Department seriously check the matter, apologize to passengers, and make a proper treatment”. When we looked at the instructi##被过滤## of CSA leaders, we felt a little comfortable, so we wait patiently and expect day after day, and hope that CSA can pay us some loss. However, for half a year, Service Quality Department of CSA Headquarter does not treat the matter c##被过滤##cientiously, but suspends this matter month after month by always replying us that they are making investigati##被过滤## and collecting evidences in Nigeria, and ask us to wait patiently. Eventually, in April 2008, the Service Quality Department of CSA referred to relevant civil aviation regulati##被过滤##, and said: “according to international practice, each one of your 6 can only get compensation of USD1,000”. But a few days later, they said: “except for your manager, other five men can only get compensation of RMB500 yuan”.
Because I was on business trip at that time, I don’t know details as to how the compensation was decided. I heard leaders and colleagues said “How stingy the CSA is, only RMB 500 yuan compensation for each one. No way out, we can’t win the case against CSA because it has been protected by civil aviation regulati##被过滤## issued over ten years ago”. Colleagues had no alternative but to write a letter of authorization for compensation. Then I was travelling on business and didn’t get details, so I followed my colleagues to entrust my leader with dealing with the matter of RMB 500 yuan compensation.
After I returned, I learnt that RMB 500 yuan was compensated for our five engineering and technical personnel, but RMB 7,100 yuan was compensated for our manager. I couldn’t understand. It is absolutely unfair. We six went to Nigeria this time. Both I and the manager had one luggage stolen. Our luggage was stolen at the same time, at the same place and at the same situation, but why my compensation is RMB 6,600 yuan less than the manager? Does the compensation vary so greatly just because of different status? Can a back door also be opened for the compensation? I am very ill-affected. CSA, you can’t commit wanton acts relying on the civil aviation regulati##被过滤## because you are a big company: to let internal thief poke about in and even steal passengers’ luggage. CSA, our luggage was not lost, but delayed purposely by the insect of your company who purposely created chance to steal our valuables and returned the luggage to us after repacked and changed the lock. Delay and being stolen are different from loss. CSA, you can’t compensate us for this event according to luggage loss standard. CSA, doesn’t you feel how disgraceful you act this way? CSA, you are capricious and unreliable. This time you said to compensate USD1, 000 for each of six, but that time you suddenly changed your words to compensate RMB 500 yuan for each of five. How can you do this? Our company has a loss of RMB 4.12 million yuan because of this luggage event, while you CSA compensated only RMB9, 600 yuan. What a big disparity! What a provoking spoofing! What an unfair compensation!

CSA, you treat us as children, you think our company is small and leaders are tolerant and honest, so you could commit wanton acts. You compel us by civil aviation regulati##被过滤## issued decades ago, you can bully our leaders to accept, but you can’t bully me, an intellectual who is a veteran netizen and never gives up in matters of principle. Today, I am really out of patience, and I expose all of the matter here to let netizens have a judgment, to look at whether such rigorous compensation can stand up! I make moral accusation against CSA who caused a great disaster to our company, which is the right of mine as a victim. CSA, you push our company on the brink of bankruptcy, do you have a harsh heart? Will your compensation without c##被过滤##cience win popular feeling? At the day creating harmonious society, I believe netizens will voice their opini##被过滤## about public morality, and the c##被过滤##ensus is a strong support for the weak, and I also believe that justice certainly defeats bureaucracy, power and unfairness.
