听到一些说法,因此昨天联系过英国红十字会问了一些关于善款使用的问题,他们今天来信做了详细的回答:
Dear Supporter
Further to your recent telephone call to the British Red Cross, please
read below a resp##被过滤##e to questi##被过滤## on how funding will be spent and
other related issues.
The Red Cross and Red Crescent Movement is uniquely placed to respond
to disasters world wide, mobilising volunteers on the ground as and when
the need arises through it’s network of national societies.
As soon as the earthquake struck the south west of China on 12 May,
there was an immediate resp##被过滤##e from the Red Cross Society of China’s
staff and volunteers. For example, in the Sichuan province, volunteers
were able to provide immediate relief in the form of food, water, tents
and blankets from its pre-positioned regional disaster preparedness
centre in Xian.
The British Red Cross is supporting the ongoing work of the Red Cross
Society of China, through the International Federation of the Red Cross
and Red Crescent Societies, based in Geneva which co-ordinates
international relief provided by National Societies for victims of
natural disasters.
On the day news of the disaster reached us, the Federation immediately
released 250,000 Swiss francs from its Disaster Relief Emergency Fund to
support the relief work of the Red Cross Society of China. The British
Red Cross along with other national societies around the world followed,
by making donati##被过滤## from their own reserves until a decision was reached
as to whether an international appeal would be launched.
The British Red Cross was quick to accept donati##被过滤## from the public and
has continued to advertise its support of the Red Cross Movement’s
resp##被过滤##e. Phase one of which will focus on providing amongst other
things, 3,000 tents, 100,000 quilts, 100,000 food parcels and 2,000
boxes of water purification tablets.
Funds will also support the deployment of additional Red Cross medical
and first aid teams, as well as longer-term recovery efforts and money
will be channelled as required. Detailed updates on the deployment of

With regards to general concerns raised around our administration costs
and the distribution of funds to those in need, it is impossible at this
stage of an appeal to give a detailed breakdown of how donation income
will be spent as the needs are ever changing.
Charities, like all organisation do of course have running costs and
need to spend money on things like IT, human resources, finance and
planning as well as fundraising in order to ensure its development,
effectiveness and future income.
This expenditure is however, predominantly funded from unrestricted
income in accordance with pre-determined budgets and is not paid for
from restricted income raised from emergency appeals.(这笔钱是绝对不会从China Earthquake Appeal 中抽取的 )
We appreciate of course, that some people may be wary of the
precautionary caveat, which accompanies all of our emergency appeals.
This states that “In the unlikely event that we raise more money than
can be reasonably and efficiently spent, any surplus funds will be used
to help us prepare for and respond to other humanitarian disasters
either overseas or here in the UK”.
This is primarily to ensure that we are not left with funds that we
cannot reasonably spend in the event of an unprecedented public resp##被过滤##e
that is disproportionate to the need. In reality we have never been in a
position to divert the funds to our disaster fund, not even during the
Tsunami appeal of 2005 and it is highly unlikely that this would be the
case in respect of this appeal.(专款专用,是不会转移到通用的disaster fund里面去的)

"qualified accountant" 应该是如下机构(至少一个)member:
the institute of chartered accountants in England and wales;
the institute of chartered accountants of scotland
the association of certified accounts
the institute of chartered accountants in Ireland.
