Please note - acceptance of pre-sessional English without re-taking the IELTS test is only granted with the agreements of the School and the University Language Centre and must be approved before the English programme commences.
最后一个词commences是个动词。但这里是名词，请问是什么意思呀？

这里就是动词啊

大概是说语言课程开始前必须经过语言中心和学校的同意语言课程后不用再考试

言外之意应该是如果语言开始前没有同意不考试，语言后可能还要考试

就是说，要考或不要考要过去了才知道吗？
