The Lowest:

The Highest Drop-out rates (percentage of total students who didn't graduate):

这个说的是通过 clearing 而 take in 学生比例占总招生比例高的学校。

换句话说就是大家之前都不想去的~

所以后面才有很多位置给那些没有申请上别的学校的学生~~

可以这样理解吗？

几乎每个学校都有clearing ，但是如果clear 太多，自然是那个道理。
