呵呵这句话确实有点绕...
我的翻译：如果你不去打工，或者没有社会（福利）基金的支持，你就不足以充分的维持自己或受抚养人的生活。亦或是，你和你的受抚养人被亲人或朋友资助并以此维持生活的时候，你才能负担的起回来及以后其它旅途的费用。

不足之处还望指正！
关于受抚养人 dependant 这个词lz可以参考这句话理解他的意思
My dad has three dependants: my mother, my sister and me. 我爸爸抚养三个人:我妈妈、姐姐和我。
